I have two dedicated GPUs, the primary one is Nvidia and secondary one is AMD. in my system and to offload some memory from my primary gpu, and still use the firefox, I would like to select the second gpu for hardware acceleration. How can I force Firefox to use my second gpu? Does Firefox contain a flag that is related with this?

Isn't there any AMD control panel? In NVidia panel you can list programs to run with this GPU, something similar should be for AMD.

Well, since my primary GPU is Nvidia, I had checked their control panel in order select the GPU but there is no options to do so. Same thing for AMD panel as well. These are two dedicated GPUs from different vendors, so that is probably why I am unable to see my GPUs in each others panel.

Did you check with the manufacture site on the switching GPU options and how to do that?
