Firefox won't offer to store new passwords if you are in Private Browsing mode. You are in PB mode if you see a "Stop Private Browsing" item in the Tools menu.

Some sites like PayPal, Yahoo, Windows Live and bank sites use autocomplete="off" to prevent Firefox from saving the name and the password.
