This instruction confuses me Close down Firefox completely: At the top of the Firefox window, click the File menu, and select the Exit menu item. How can I close down completely and then click the file menu?

I am trying to make web pages load faster and went to Troubleshooting Firefox. One of the fixes is to operate in safe mode. To get there the instructions say to: Close down Firefox completely: At the top of the Firefox window, click the File menu, and select the Exit menu item. I do not understand how I can shut down completely and then have access to the file menu. Are they saying to start Firefox again and then do it?
