Normally Firefox places its own shortcut on the desktop using its own icon. If the shortcut works to start Firefox, it could be that it simply is not using its own icon. If the shortcut starts IE, then that's a problem.

Do you mean an internet desktop shortcut to open a specific website?

Such a link opens in the default browser and also get the icon of the default browser.
