Easiest is to open the file via "Firefox > New Tab > Open File" (File > Open File) and use Tools > Options > General > Startup: Home page: "Use Current Page" to set the file as the home page or bookmark the file.

Did that. . . FF keeps adding www. . . How do i stop FF from editing the URL i gave it.

Are you at least able to open that file via "Open File"?

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
