I have firefox 19.0.2 on my desktop and on my laptop. On my desktop i can use norton toolbar but not on my laptop. Why

I have Firefox 19.0.2 on my desktop and on my laptop but can't use Norton toolbar on my laptop, it is disabled. Why is this since they are both the same version of Firefox?

Run live update to update Norton on the computer you can't use it on.

I ran live update on Norton and restarted my computer and the tool bar is still disabled.
