No, on my C drive, any folder a huge delay before it allows me to change to any other folder or select a file.

Windows safe mode disables anti-virus software, which is most likely the culprit.

What is your anti-virus software?

What good is it to check outgoing messages? If you're sending an infected file as an attachment, your anti-virus already failed to catch it when it got onto your computer.

Ask in a Microsoft and/or Malwarebytes forum for help. There shouldn't be more than one active real-time scanners if you do run multiple anti-virus/ant-malware products simultaneously.
