Need a bare bones tool to provide access to radio modem config page on stand alone lab notebook running XP Sp3 with no internet access. Internet Explorer 8 will not access modem config page. Do you have anything we can use? Thanks for your time and consideration!

Try using an old version of Firefox Portable. http://sourceforge.net/projects/portableapps/files/Mozilla%20Firefox%2C%20Portable%20Ed./

Like older than Firefox 31.0. Either un-zip it to your hard drive or run it from a USB Flash Stick.
