It is very easy to do this. By default on Windows XP it will have the old style menu bar and the tab bar is not on top.

If you have Firefox 4 set up with the new UI, you can revert to the older appearance by right-clicking on a toolbar, then clicking on the "Menu Bar" entry to select it. To change the position of the tab bar, right-click on a toolbar and click on the "Tabs on Top" entry.
