What do I need to do to allow the pop-ups to appear in a gov. website that was allowed on earlier versions of Firefox? ?

I use a California state website for some registering information & when logging onto the web site the needed pop-up doesn't appear. I have entered it into the allowed section of options but that hasn't help. This is the web site calters.ca.gov, it appears but a pop-up should immediately show on the screen for logging into it?

I will disable it altogether again, don't like doing that through.
