create default bookmarks for new linux users

I'm using Ubuntu OS, and I would like to create a new set of default bookmarks So when new Linux users are created, they will get the default bookmarks without the need of imports or account syncs. How can I do it?

This can be done with the Bookmarks policy using a policies.json file.
