Your IP address -- the numeric address of your home or office network -- is determined by your internet service provider. If you need a change, call them and see what options you have.

I don't understand how others are using your IP address unless they have already infiltrated your network. That is not a problem you can solve by changing browsers, you should consult with security experts.
