How to delete site data for all sites?

How do I do this for ALL sites?

The "delete browsing data" page in the settings groups site data with browsing history, instead of cookies. Seems a bizarre combination. I use Firefox sync so don't want to delete my history across all my Firefox browsers just because one device won't delete site data in a sensible way.

I have tried deleting my browsing data on Firefox android and it did not delete all data across my device. This setting can be found in Setting > Privacy and security > Delete browsing data
