FireFox*32 will not remain shutdown via Task Mgr to allow Upgrade from 3.6.8 to 3.6.9. Why does it restart, and how to stop? (Note Win7x64 Enterprise.)

FireFox wants to upgrade from 3.6.8 to 3.6.9. However, gives error to close FireFox. FireFox not running, but shows in Task Manager (firefox.exe*32... 840K). Ending Process only removes temporarily, and it immediately comes back. Why won't the "process" remain stopped?
