Every time I try and open firefox, a prompt box opens asking me if I want to let firefox make changes to my harddrive. How do I make this stop? How can I make it so that I don't need to verify every time?

Check that you do not run Firefox as Administrator.

Right-click the Firefox desktop shortcut and choose "Properties".

In the Compatibility tab, make sure that Privilege Level: "Run this program as Administrator" is not selected.

You also need to check the Properties of the firefox.exe program in the Firefox program directory.

I did the first part, but it didnt help. how do I do the second part?

EDIT: I did both of these things, and i'm still having the same issue.
