Looks like an encoding problem where the Japanese file names aren't converted or shown as Unicode, but shown as ANSI instead.

Can you post a link to such a file to check how the server sends the file?

It looks that that ZIP file wasn't created properly and that the file names weren't saved as Unicode.
I can't read Japanese, so I don't know what those names might be.

I don't think that is quite the case, as its the official site for Kasane Teto (from a program called UTAU). I can read Japanese, which is why it's so frustrating that I can't even download it with the Kana intact.
