browser.download.manager.showAlertOnComplete is missing in about:config,

Trying to turn on "download complete" notification when downloading through firefox. It is missing. It was suggested in several websites to go to about:config and change the filter "browser.download.manager.showAlertOnComplete" to TRUE.

However I do not have that filter or the other one that was suggested. Any suggestions how to on the download complete notification some other way?
