Netflix Speed options using CNTRL + ALT + S

Hi I am using a new PC and loaded Firefox 45.6.0 32bit I was watching Parent trap on US netflix and the Maximum speed option offered was 1750. On another PC the Offered viewer speed is 3000 . Why the difference - I have a Laptop and it gives the higher speed . Strange as the new PC could handle the higher option .

Where / should I look  ???
