How can I import bookmarks (.html file) into firefox?

I want to import my bookmarks (.html file), but all of the help I find online references Firefox's "library," and I can't find a library. Info on how to get to the library doesn't match what I see in Firefox.

You can import an HTML backup in the Bookmarks Manager (Library) via the Import and Backup menu.

When I click on the Firefox menu I don't see a Bookmark Manager or Library.

At the bottom of the menu, look for "Manage Bookmarks" or you can use the keyboard shortcut Ctrl+Shift+O (O as in Organizer).
