Never Remember password preferences not retained
Current version FF 38.0.1
There are certain sites that I do not wish to password manager. On each visit to such sites I enter my password and FF pops up with "would you like to remember the password for "
My choice of selection is as follows;
Remember Password Never remember password for this site Not now
Each and every time i select "Never remember password for this site"
Why is FF not retaining my preference for the same site? Why do i have to go through this process every single time.
This issue has not been on previous versions, yet it first appeared about 4 updates ago.

In case you use "Clear history when Firefox closes" or otherwise clear history.
- do not clear the Site Preferences
- Tools > Options > Privacy > Firefox will: "Use custom settings for history": [X] "Clear history when Firefox closes" > Settings

Clearing "Site Preferences" clears all exceptions for cookies, images, pop-up windows, software installation, passwords, and other website specific data.

The preferences you have outlined are precisely how I have FF set.
Site Preferences is unticked.
If it only happens on this website then it is possible that the sites either uses multiple domains for load balancing or that some JavaScript is used that modifies the name and password fields and the password manager notices this. It may not be possible to bypass this if the password permission is OK.
Do you only see one exception in the password exception window for this website?
You can inspect and manage permissions for all domains on the about:permissions page.
