Unfortunately, Adobe has cancelled the android version of Flash Player a while ago. However you can install the last version of flash player for android from here and scroll down to flash player for android to download flash player for your particular android version.

Remember that some videos might not work however, because they use the newest features in versions of flash player higher than those supported.

This works for me using m.facebook.com. If you are using desktop Facebook the site will use Flash.
