have you tried setting up your accounts in windows safe mode with networking. Sounds odd, but new computers come with preinstalled software including anti virus product which are often antagonistic to email.

To restart the operating system in safe mode with Networking. This loads only the very basics needed to start your computer while enabling an Internet connection.
