I want to restrict cookies to certain websites, so I make the changes and keep 'accept cookies from sites' and 'accept third party cookies' unchecked. when I close FF, the settings are erased and FF is accepting all cookies again. Uninstalled FF and reinstalled, to no avail. please help

If you use "Clear History when Firefox closes" to clear history and other data then make sure that you do not clear the "Site Preferences".

Clearing the "Site Preferences" will clear all exceptions including exceptions for cookies, images, pop-up windows, and software (add-on) installation and password exceptions.

Delete browsing, search and download history on Firefox

That doesn't affect it. When changing privacy settings, whatever you had set before is not remembered when FF is restarted. it wasnt like that until the last update.
