AI Chatbot feature turns on even when feature is turned off

As in the title, even with the AI Chatbot feature disabled, the keybind still opens the menu and it turns itself back on after any restart. I do not use AI, will never, and am tired of the push of this BS in life. I have keybindings that interfere with this and I'm not changing them when I should be able to turn the feature OFF and have it STAY OFF.
