Flash video flickers black every few seconds (predominantly YouTube).

Everything is up-to-date. Tried everything in this question:

To the best of my knowledge, YouTube has completed moved over to HTML5 technology, so users are no longer watching videos using Adobe Flash Player, but rather the builtin HTML5 technology on their browser.
