Not all Bookmarks are sync'd

I just installed the latest Firefox app on my Google Pixel 2 and signed in to Sync. It's telling me everything is connected perfectly and synchronized. However, only some of my bookmarks are available. It's very odd. I can't find a pattern to it. Some new bookmarks are there while some old ones are not, and vice versa.

The Sync works great between my three Windows PCs and my iOS devices, so it seems to be isolated to the Android app. Is this a common issue? I've tried the following with no luck:

- disconnected sync and reconnected - forced a manual synchronization - deleted the app entirely including all mobile data and reinstalled it - tried both the Firefox app and the Firefox Beta app

To add insult to injury, Sync has now overwritten all bookmarks on my other PCs with the ones from the mobile device, meaning I've lost about half of my bookmarks. Fun.
