for some reason the deleted folder is a sub- folder of local folders, how can I put this right

When I have created a new folder I right click on the email I want to move, then left click on "move to" instruction, which brings up local folder with deleted sub folder. how can I remove the deleted folder back to stand alone folder

I have a trash folder in each account, including the Local folders special account. Having one there is normal.
