Firefox sends most keyboard input to the plugin when it has the focus. I notice Ctrl+t (new tab) and Ctrl+n (new window) are exceptions. I don't know all the exceptions, but F11 does not seem to be an exception.

There is a full screen button in the Customize palette that you can place on the Navigation Toolbar.
