Primary password has lost its purpose

After I completely reinstalled Firefox, I noticed that my primary password was off. So I turned it on again by typing out a new primary pass. However, after I reboot Firefox, when the popup asks me for password, I accidentally clicked cancel. I noticed that the popup never came back again. That's... not how primary password is supposed to be used, is it? There's also a huge delay before the primary password popup even shows up. That kind of beats it's purpose. Is there some workaround for this? I want to keep my primary password on because other people use my desktop as well.

The Primary Password is only used to unlock the passwords stored in the Password Manager and not for preventing access to Firefox. If you cancel a PP dialog then Firefox will reprompt you in 15 minutes (900000 ms). You can open Lockwise (about:logins) to force a new PP prompt if you want to use the Password Manager to fill a login (username and password).
