Unless you grant special permission, geolocation is based on the IP address of your connection which is established by your service provider. You can use IP address lookup sites to get an idea of what location information is assigned to the address. For example, https://www.iplocation.net/

If you grant a site location permission, Firefox requests wi-fi data from Windows (detected nearby networks) and sends that to Google Location Services to calculate your latitude/longitude based on data Google has gathered through its numerous activities.
