White listed sites are having popups blocked

Running Firefox 94.0.1 (64-bit). I have whitelisted sites in the popup exception setting but they continue to be blocked. I have even whitelisted a site down to a specific page but they still are blocked with each new session. I do have FF running in private mode and have it set to not keep history or cookies. It is a little frustrating.

Exceptions may not work properly in PB mode and only last for the current session as in PB mode session data is kept in memory and not saved to the profile folder.
