I downloaded Firefox for the first time and the "run or save" window does not come up to continue the process

I supposedly downloaded Firefox for the first time (when I hit download again it states the process is 100% complete) but the window to run or save does not come up so I cannot continue with my part of the download process

Search your computer for the setup file which for the latest release version is called "Firefox Setup 3.6.13.exe", then run that file to install Firefox.

When I searched for the file, Windows couldn't find it. So I went to Run, browse, and found the file that way. I was able to finish the download with complete success. Thanks so much for your help.
