I use the default Mozilla Firefox Start Page. Every time I close and restart Firefox from the homepage, it always displays "Restore Previous Session" below the search field. It does this even though Firefox didn't crash. Is this the norm?

Yes, this is normal. Firefox saves your tabs from last time, in case you want to continue using them after starting the browser.

The default values according to about:config are 0 and 1 respectively, not 1 & 2 as you state in the blog.... assuming the level descriptions haven't changed since you wrote that that, it seems like something people should be made aware that the last session being saved. Or at least make the option to turn it off more readily available.
