When I open About Firefox in the Firefox menu, it always has the "Apply Update" button. Even if I install a new version of Firefox, it still has that button! Does anyone know to to fix this?

If files already have been downloaded then remove the files in the updates and updates\0 folder.

You can also delete active-update.xml and possibly updates.xml (this will clear the update history).

They may be in another folder if you've installed the Firefox 14 beta version alongside with a release version.

They may also be in an updates folder in the Firefox program folder (C:\Program Files\Mozilla Firefox\updates) or in the VirtualStore folder (%LocalAppData%\VirtualStore).

Did you try to run Firefox once as Administrator to make sure that you've write access?
