Sites don't load. "Restrictbylockview" shows in address bar

I type a known good web address in the address bar and hit enter. The target site does not show, but instead "Sorry, the page you tried to access can not be found, please return and try again. appears in the body. This appears in the address bar:

"http://www.heaven-gifts.com/?RestrictByLockview"

Internet Explorer is able to open the web page.

This site has worked in the past.
