When I open a new tab a search website pops up. I've tried to reconfigure the "newtab.url" command, but it still over rides it.
On the "about:config" page there is the value

No. The browser.newtabpage.blocked stores websites that you have deleted from the about:newtab page by clicking the delete button as hashes. You can test this by resetting this pref and click an close X on one of the tiles. That should recreate this pref with only one value between the curly brackets.
The browser.newtabpage.pinned pref stores websites that you have pinned to the about:newtab page.
You can change the order of the boxes on the about:newtab page and drag an item to a different tile to pin it to that position or you can remove a website by clicking the close X to block that URL. You can drag a bookmark or history item and drop them in a tile on the about:newtab page to pin them and have your own favorites sites showing.

I do not see a browser.newtabpage.pinned on the config page
If you pin a page to a tile then you will see that pref appearing.
