The css for margins and tiles was changed. Try Zoom Out = { Ctrl plus - } to see more tiles. I need to Zoom Out twice to get a 2nd row.

Or use this extension - https://addons.mozilla.org/en-US/firefox/addon/new-tab-tools/ - for more control over what is and what isn't displayed on the new tab page.
