How can I set Firefox to default to custom zoom level? I have modified about:config to adjust my zoom increments (toolkit.zoommanager.zoomvalues) and enable Firefox to remember specific site zoom settings (browser.zoom.sitespecific).

It seems to me this should be an easily identifiable setting in about:config but I haven't been enable to decipher it. And please don't suggest using an add-on like NoSquint - that is not the solution I am looking for....

I am using Firefox 47.0 on Windows 8.1, if that may be relevant.

Per my original post, add-ons are not a solution - this is a basic Firefox configurability issue. Add-ons come and go (for example, NoSquint's developer recently pulled support).
