I have Thunderbird with Linux too -- in my case, Xubuntu 16.04. The version of Thunderbird that comes with this Xubuntu release is 45.2 -- are you sure yours is 15.3?? Isn't that obsolete long ago? Anyway, in my setup Thunderbird simply uses the Xubuntu locale setup. I'm in England (which our recent referendum has decided is not to be part of Europe any longer!) but the date/time formats in Thunderbird are as you say: dd/mm/yy and 24 hour clock. Have you checked the locale settings for your Linux system? Have you tried downloading the latest version of Thunderbird for your system from your distro Software Center or equivalent?
