Windows 8.1 OS, Facebook does not load the way it should. It loads perfectly on Internet Explorer. All other pages work as they should on Firefox. Firefox 44+ accepts a new kind of encoding (compression) called Brotli (br) for secure connections. Facebook has enabled Brotli (br) encoding for files send via a secure connections. Some (security) software that intercepts a secure connection to scan the content doesn't know about this encoding and changes the content-type header to text/plain. A possible workaround is to modify the involved pref and remove the trailing ", br" to prevent the server from sending files with Brotli compression.

Do you connect directly to Facebook, or through a filter? One starting point for investigation is to see whether you find an unexpected issuer for the site's SSL certificate.
While viewing a page on Facebook, you can call up the certificate viewer using either:
- right-click (on Mac Ctrl+click) a blank area of the page and choose View Page Info > Security > "View Certificate"
- (menu bar) Tools > Page Info > Security > "View Certificate"
- click the padlock or "i" icon in the address bar, then the ">" button, then More Information, and finally the "View Certificate" button
Could you compared with "Issued by" and "Certificate Hierarchy" with the attached screenshot. Anything different on yours?
