Problem. It looks like Firefox stores all cookies from sites linked on NewTab thumbnails. You can check this with CCleaner. These cookies does not show in Options/Privacy/ShowCookies. CookieAutoDelete extension ignores these cookies too. In my case main spying sites cookies never can be deleted from Firefox (CCliner boring). Empty NewTab does not help.

browser.pagethumbnails.capturing_disabled

and set it to true. You might need to restart the browser for this to have the intended effect.
