How do I disable auto-refresh on all websites?
I wish to permanently block auto-refresh on all websites.
What setting(s) should I change?

I do not know the code to do that but this is a option may want to consider. click read more info at bottom right of page. https://addons.mozilla.org/en-US/firefox/addon/tab-auto-refresh/

FredMcD, you could at least take a moment to edit the generic posting for a Linux user as that is more for Windows.
I'm thinking the Flash 13.1 is due to using the libfreshwrapper-flashplayer to use Pepper Flash in Firefox. The NPAPI version for Linux at time was 11.2 esr.
So even if 27.0.0.183 (NPAPI) is used you would need to get rid of the libfreshwrapper-flashplayer so to not have Pepper Flash be detected also.
Yes I know Firefox for Windows and Mac cannot use the Pepper Flash (PPAPI) but you could on Linux with this workaround.
