"All Address Books" is not an address book itself. It literally does what the name suggests, showing contacts from '''all''' your existing address books. Typically there are more address books than your Personal Address Book, e.g. Collected Addresses. And you may have created more address books yourself. If you're missing contacts in the Personal Address Book, then they must exist in another address book.
