the other bookmarks tab on toolbar does not show up

update: if I right click on the bookmarks toolbar, only part of the menu appears: It shows Open all Bookmarks Add bookmarks Add Folder Add Separator --- Paste
It does not show the bottom half of the popup that is SUPPOSED to say Bookmarks Toolbar Show Other Bookmarks Manage Bookmarks
This is a new install on a new computer, with version 126.0 (64 bit) installed. I have the same version on another computer, and this does not happen.
