I am getting a new computer and it will not have any web browser software preloaded. Can I get a CD with Firefox in order to install?
I have a new computer that will not have any web browser installed when I acquire it. So, I cannot download Firefox, say, using Internet Explorer. Can I get a copy of Firefox on a CD and use that instead.

Although not related to your problem, I have to remind you that the version of Firefox you are using at the moment has been discontinued and is no longer supported. On top of this, it has known unpatched bugs and security problems. I urge you to update to the latest version of Firefox, for maximum security, stability, performance and usability. You can get it for free, as always, at getfirefox.com.
If you want to buy a Firefox CD, head over here. Please remember that Firefox is free and open software, and you'll only be paying for the CD itself and the packaging and ports. You can download Firefox from wherever you want, to wherever you want, whenever you want, and you can share it with whoever you want, always. In my personal opinion, I think you should simply store the Firefox installer in a pen drive (download it from {http://getfirefox.com|getfirefox.com], of course) or some removable storage device like that, and then install it from there, on the new computer.
Also, and by the way, what operating system will it have? I can't think of any modern operating system that doesn't have a way of downloading software right off the bat. Windows comes with Internet Explorer, or with a way to download another browser of your choice, Linux has an absolutely brilliant software center where you can just type Firefox and it will download and install the latest version of Firefox with two clicks (it's genius really), and I believe Mac OS X must have some sort of something like that too. Plus, it comes with Safari, I believe. I don't know about Solaris, Unix and other OSs like that, so I'm just curious.

Easiest is to download the full Firefox installer and copy that file to an USB stick. http://www.mozilla.com/firefox/all.html
Such an USB stick is also useful for making backups of your profile data, so if you do not already have one then this is an opportunity to start making backups.
