I can see imported bookmarks but they don't show in the 'bookmark this page' dialogue box.

I click on bookmarks and see a line for bookmarks imported from Internet Explorer. When I click on bookmarks/bookmark this page, the imported bookmark folders are not visible. It worked just fine on my other pc with the same setup.

Did you open the full folder tree list by clicking the arrow (or +) at the far right of the Folder field in the Edit This Bookmark dialog?

Not sure what you are asking. I successfully imported the bookmarks from a HTML file per Firefox instructions. They work just fine. However, when I then try to save a new website to one of the imported folders, they do not show up in the save bookmark dialogue.
