I want FF clears everything from the history when I delete that.

As you remarked you could use Private Browsing. There is no reason why you should not start a session and only use private browsing for parts of that session, e.g. if you are doing financial or confidential work. There is a possibility that your History is not being cleared for some reason, or even the file is being recreated but that is probably unlikely. Also where are the suggestions coming from ?
