The 'whatsnew' page keeps showing up on every startup
Since my Firefox updated itself to 33.1 I keep getting the the same over and over every time I launch Firefox: - no forget button on startup - this page shows up https://www.mozilla.org/en-US/firefox/33.1/whatsnew/?oldversion=33.0.3
Win 7 x64
Tried: 1. Clean session with no addons. 2. Deleting all *update* folders and all *update*.xml files related to Firefox. 3. Updating manually after restart. 4. Launching as an administrator. In this order.

you didn't damage anything unless you created the user.js file manually yourself in the past - your changes from about:config are saved elsewhere (in prefs.js). the user.js file is often used by adware to overwrite your custom user settings...

hello, you have a user.js file in your profile folder which might cause problems by prohibiting that certain preferences are saved across browser sessions. please go to the firefox menu ≡ > help ? > troubleshooting information, click on profile folder/show folder and close all firefox windows afterwards. a windows explorer window should open up - in there delete the file named user.js and relaunch the browser.
This did the trick, but didn't I just damage something? For example, did it delete my custom about:config entries I altered through about:config. Any known side effects of this potential solution?

That could be one thing only. The IObit set of crapware installed along some of their valuable software.
