Only getting new mail on Thunderbird restart. Won't check for mail otherwise

I have email set to check every 10 minutes, on startup, and immediate server notifications but the only way it will show me new mail is if I restart Thunderbird. Any suggestions?

I have had this same problem for a long time. Finally tried alternatives, even OUtlook did not fetch mail. Only two of them worked normally, one being Incredimail. Incredimail was to silly for me to use, and the other to primitive, but did affirm it's not all Charter's fault. However, Charter not working with the majority of clients is still suspicious. Wish Thunderbird would try again to look into this.
