Is there a configuration flag I can set in the advanced settings that will set tracking ON except for private browsing?

When do not track is enabled then a special DNT=1 header is send to the server as part of the HTTP request headers. When you aren't using always DNT and are using Tracking Protection then this header isn't send. There doesn't seem to be a way to disable DNT when Tracking Protection is enabled.

I believe it should already work that way with the settings you have selected. The "do not track" header setting is set to "only when using tracking protection", but in the setting above that, you have tracking protection set to only be enabled when you are using a private window, so the first setting should then apply only when you are using a private window as well.

Also, what that second setting does is tell websites that you don't want to be tracked, but it still up to the individual websites whether thay actually do or not. Most websites ignore that setting, so it's not going to have much of an effect either way.
